AB 2800 (Huffman) would reward customers for driving fewer miles by enhancing the ability of automotive insurers to offer voluntary mileage-based insurance programs to drivers in California. Customers who chose to participate and can verify that they drive less will be rewarded with lower insurance rates.

AB 2800 is a win for the environment, for drivers, and for insurance companies.

AB 2800 would address one of California's largest and hardest to reach sources of greenhouse gases and air pollution: passenger vehicles. Twenty-eight percent of California's greenhouse gases emissions come from passenger vehicles; reducing these emissions is essential to meeting the state's greenhouse gas goals.

Vehicles also emit precursors to ground-level ozone formation, which can stunt lung development in children, cause and aggravate asthma and other lung diseases, and cause heart ailments.

With mileage-based insurance programs, every mile walked, biked, bused or car-pooled would be rewarded with lower insurance payments, getting people voluntarily reduce their cars' emissions.

Drivers will benefit from the opportunity to reduce their rates, decreased traffic, and increased road safety. Allowing drivers to choose to keep their current policies or to verify that they drive fewer miles and save gives them greater control over their insurance rates.

While most drivers are able to reduce mileage to benefit from these programs, those who chose not to participate in these programs are in no way required and can keep their existing policies.

AB 2800 maximizes choice for California drivers and will help create a safer and healthier environment for all Californians.
